I have a question about the project: DIY VR headset for the StereoPi. 10 ms latency for just $135
Perhaps the authors or someone else can help me with this.

Can lower values of latency be achieved with lower resolutions? i.e. by using 640x480 instead of FULLHD

What is the highest frame rate/latency that can be achieved by running the cameras with a small region of interest selected i.e. 200x200 pixels.

I've already answered you in Telegram, but let me repeat my answer here.
Getting the latency lower than 7-10ms is the real challenge. Why do you need it? This latency is comparable with the LCD screen latency (it is ~8ms at 120 FPS). Also, you need special equipment to measure it.
AFAIK, even the high-speed drones used in the drone races have ~20ms latency with the analog video, and most of the consumer-level modern drones have ~100 ms latency.
