I used countdown timer in our OpenCV tutorials. But, as I understand, you need to do it in a browser. Right?
If yes - you need to add a simple JS code, which will show countdown timer, and after that runs a script for making a photo.

Google says this chipset is not supported by Raspbian out of the box. You may either use another WiFi dongle, or install drivers for this module. It is described, for example, in this thread:

Hi Kai,
I confirm that it is some bug in the latest Raspbian kernels. I've asked Raspberry Pi engineers about this issue.
Right now I'm trying to prepare stable OpenCV image with Raspbian Buster, and if everything is Ok, I'll be back with OpenCV installation guide and ready-to-use image.
